César Barrero Berardinelli
César Barrero Berardinelli is a lawyer with extensive experience in public law and infrastructure, recognized by Chambers & Partners for his work in high-impact project legal services. His practice focuses on constitutional, corporate, administrative law, and public procurement.
As a specialist in infrastructure projects, he has advised companies and governmental entities in managing complex contracts, bidding processes, and Public-Private Partnerships (PPP), providing strategic solutions that ensure regulatory compliance and project feasibility.
Before co-founding Lacouture & Bardinelli, he was a Partner at KPMG Law, leading KPMG’s legal practice in Colombia and the infrastructure legal services practice in South America. He was also a partner at Philippi, PrietoCarrizosa, Ferrero, DU & Uría, where he headed the public law and government procurement area. Additionally, he has held key positions in entities such as the National Federation of Coffee Growers, the National Infrastructure Agency (formerly INCO), and the Water and Basic Sanitation Regulation Commission (CRA).
Thanks to his solid experience, he has represented both the Nation and private entities in high-impact public law and administrative litigation, positioning himself as a reference in the infrastructure and public procurement spaces.
